We have observed slow behavior in the Galaxy management interface and are investigating.

Update

The rolling restarts have finished in the eu-west-1 region. We expect the restarts to take another 4 or 5 hours in us-east-1.

Identified

We've discovered an issue in Monday's infrastructure upgrade which requires us to roll out new machines immediately. Containers will see slow rolling restarts in both environments.
