Between 5:42 PM and 7:04 PM PDT, Amazon EC2 Autoscaling had an outage leading to high rates of errors connecting to their APIs. During this period, Galaxy's scheduler in the US cluster was unable to make progress: new containers were not scheduled and crashing containers were not restarted. Running containers were not affected. The issue has been resolved and the service is operating normally
